FCC Opens Comment Window on PSRA/PSSA Rulemaking
Washington - Jul 19, 2007 - A petition from Ed Schober of Radiotechniques Engineering to modify the pre-sunrise and post-sunset authority rules for AM broadcast stations has been opened for comment with the FCC. Listed under RM-11384, the petition seeks to loosen the rules for stations operating during these periods. In particular, the petition proposes several points.

  • PSRA and PSSA power need not be limited to 500W if no interference would be caused.
  • Secondary (skywave) service areas of class A stations expand and contract from east to west with the transit of the sun. There is no need to protect a service area that either does not exist yet on the western edge of the area, or has ceased to exist because the sun is rising on the eastern edge of the area.
  • Stations should be able to use their day, night, auxiliary or one tower of the array - whatever works best for PSRA and PSSA.
  • Class B and D stations should be able to operate with any power, up to the maximum of day or night station power during PSRA and PSSA so long as no interference is caused.

NAB Calls for Papers for NAB2008
Washington - Jul 23, 2007 - NAB2008 will host the 62nd NAB Broadcast Engineering Conference April 12-17 in Las Vegas. This is a technical conference where presenters deliver papers ranging over a variety of topics relevant to the broadcast and allied industries. Presentations are limited to 30 minutes, including five or 10 minutes for questions from the audience.

The NAB seeks proposals for papers. Proposals should be clearly written and no more than 250 words in length. The proposal should explain precisely what conference attendees can expect to learn from the paper. Papers promoting company products or services will not be accepted; however, papers explaining the underlying technologies used in broadcast products or services are acceptable.

Proposals are due by Oct. 5, 2007. Submitters of accepted proposals will be notified by Nov. 9, 2007. Once accepted, submitters must provide the completed paper by Jan. 18, 2008. The paper will be published in the NAB Broadcast Engineering Conference Proceedings, and each presenter will receive a complimentary copy of the proceedings CD. Streaming Royalty Fees on Hold
Washington - Jul 24, 2007 - The law requiring Internet radio broadcasters to pay increased royalties is being postponed indefinitely pending negotiations between Sound Exchange, representing record companies and artists, and the Digital Media Association (DiMA), representing webcasters.

The Copyright Royalty Board, part of the U.S. Library of Congress, set the fees, which technically went into effect July 15. Beginning in 2006, the new rate was 0.08 cents per listener, per song, with an annual $500 fee per channel, per station. In 2010, the rate will rise to 0.19 cents. Companies also owed retroactively from the beginning of 2006. In light of this, many small stations shut down, but they were still responsible for royalties owed since January 2007.

In the ongoing talks, Sound Exchange is offering a $500 minimum/$50,000 maximum annual fee to webcasters who must report everything they play and adopt technology to prohibit users from streamripping. This compromise would only be available to smaller radio operators, as Sound Exchange Executive Director John Simson said, "We expect commercial webcasters like Yahoo and AOL to pay the new royalty rates set by the CRB." DiMA on the other hand is lobbying for the Internet Radio Equality Act, which sets the rate on a percentage of revenue, such as those paid by satellite radio stations.

Harris Obtains ISO 14001 and OHSAS 18001 Registrations
Cincinnati - Jul 24, 2007 - Harris has added ISO 14001 and OHSAS 18001 registrations to its ISO 9001 registration at its broadcast communications facilities in Quincy, IL. The registrations were awarded to the company's manufacturing center for Harris' global line of analog and digital radio and television broadcast transmission systems.

Harris has already achieved substantial reductions in the use and disposal of hazardous chemicals, as well as significant energy and water use savings across the company. And, its worker safety programs continue to reduce the rates of work-related injuries and illnesses. The company's focus on the environment was recently recognized with its 4th Illinois Governors Pollution Prevention Award since 1993. The award recognizes the quality and continued improvement of the pollution prevention and waste reduction programs at the Quincy facility.

ISO 14001 is an internationally accepted standard that specifies the requirements for an environmental management system. Registration to the standard assures purchasers that ISO 14001-registered companies have a strong framework in place to responsibly address pollution concerns and all environmental impacts, and to comply with all relevant laws and regulations.

OHSAS 18001 is the internationally recognized assessment specification for occupational health and safety management systems. Registration means that a company has a system in place to consistently identify and control its health and safety risks, reduce the potential for accidents and ensure legislative compliance.

Harris has also focused on complying with emerging RoHS regulations in Europe and other parts of the world that require manufacturers to declare and take responsibility for the contents of its manufactured products.


Nassau Broadcasting Monitors Stations with Burk Watchband
Littleton, MA - Jul 24, 2007 - Nassau Broadcasting chose Burk Technology's Watchband remote receiver to remotely monitor audio and signal parameters. Watchband, introduced at NAB2007, provides marketing monitoring tools to engineers, programmers and technical managers. The Web-based interface allows operators to monitor and review field intensity, audio levels, phase error and program audio for market stations. The receiver decodes all RBDS fields and provides playlist logging based on artist and song title radio text entries.

Watchband won a Radio magazine Pick Hit award at NAB2007.

Axia routing and mixing systems have been installed at WKNL/WNLC New London, CT; WJCU Cleveland; WHRO Norfolk, VA; and KWVE Santa Ana, CA. In addition, Telos Zephyrs have been sold to Minnesota Public Radio, St.Paul, MN (Zephyr Xstream), the City of New York Mayor's Office, New York, (Zephyr Xstream), Clear Channel Radio, New Orleans (Zephyr Xport), and the Rensselaer Polytechnic Institute, Troy, NY (Zephyr Xstream).
The IBC’s official radio station, Radio IBC 105.6 FM, has selected a 12-fader Calrec X2 digital radio console to provide 10 hours of daily live-to-air content for the duration of the 2007 convention.
Digital distribution provider Play MPE has hit new benchmarks for its service, having surpassed 15,000 users. In addition, the service has distributed more than 50,000 songs for more than 1,000 record labels.

Netia Adds Functions to Radio-Assist 7.5
Claret, France - Jul 24, 2007 - Netia has added three new enhancements for added networking, distribution and scheduling capabilities to Radio-Assist 7.5. Adding its U-Share network management system simplifies distribution of audio content from one site to multiple destination sites. U-Share automates the exchange of content via multiple transmission platforms. Other content exchanges can be organized according to priority with options for setting and modifying transmission schedules.

Netia's Feed-In IP Mode supports daily scheduling of all automatic recordings of external programs. The IP version of the software allows Radio-Assist users to record continuous RTP inputs or scheduled programs without the need for a sound card. Through the Feed-In IP Mode, a total of eight inputs can be simultaneously recorded per computer.

Customized Axia IP-Audio networking components bundled with Radio-Assist 7.5 allow any audio workstation PC running Windows to send audio directly to an Axia audio network from its network interface card.

Sennheiser Promotes Salisbury to Western Regional SM
Old Lyme, CT - Jul 23, 2007 - Sennheiser has promoted Thom Salisbury to western regional sales manager, professional products. Salisbury has conducted numerous end user product demonstrations and training sessions, most recently for Sennheiser RF microphones, Neumann digital mics, Klein + Hummel monitors and the HHB Flash Mic.

In his new role, Salisbury will be responsible for all aspects of marketplace management including developing and implementing sales and marketing support for sales representatives and dealers, as well as developing sales strategies to successfully grow market share for all the Sennheiser brands. Salisbury's 25-plus-year career in audio includes experience as a musician, recording engineer and sales manager.
